Electrical Aggregation

After a competitive selection process, the Village of Bartonville has selected Energy Harbor LLC as the supplier for our Electrical Municipal Aggregation Program through December 2025. That means the Village has negotiated a price-protected electricity rate on behalf of our residents and small business owners who will not have to worry about fluctuating rates. You will automatically be enrolled in the program as a Village of Bartonville resident or small business owner. There is no switching or early termination fees.

Details
The Village had retained energy broker Good Energy to implement a municipal electrical aggregation program allowing municipalities to combine electricity usage with other cities and towns in the same utility service region. This program does not involve any door-to-door solicitation. Residents are automatically enrolled and may opt out.
What To Expect
The program is simple:

You’ll receive a competitive, fixed rate for 29 months starting July 2023 of 9.84 cents per kilowatt-hour guaranteed until December 2025. This price does not include capacity rates which will be determined by auction in June 2023, 2024 and 2025. Current capacity rates including the 9.84 cents would be 12.1 cents per kilowatt-hour, as an example.

While not the best price historically, it hedges against future increases until the markets settle in coming years. The average residential customer will save $40 to $50 annually.

Your current billing method will not change. You will continue to receive one monthly bill from Ameren, your local utility. You will notice the line item under the supply portion will list Energy Harbor LLC along with this negotiated rate on your bill following successful enrollment in the program.

In Bartonville, aggregation program residents are not required to sign a contract and will not be called or visited by a salesperson.

Residents will begin receiving electrical aggregation opt-out letters in May. If you do not want to opt out, you do not need to do anything. If you want to opt out, follow the directions in the letter.

Outside Marketers
Residents can be confused by the actions of marketers, who typically present savings compared to the Ameren Illinois rates. The Village’s program is protected from market volatility, and the price is guaranteed for 29 months. Further, the program’s rates do not have variable, hidden or “pass through” charges.

Electric marketers approaching residents are not part of Bartonville’s aggregation program. Residents should be certain to review all contract terms, ask about additional charges and not feel pressured to take action right away. Please do not provide any sensitive information such as your current Ameren Illinois account number. If approached by a door-to-door salesperson, residents should ask to see their Village of Bartonville solicitors’ permit.

Ameren Illinois’ default rates for residential and small commercial customers already reflect the volatility in market prices. Ameren’s current residential supply cost is 12.4 cents per kilowatt-hour. The rate for small businesses is approximately 14.0 cents per kilowatt-hour.
