JOB OVERVIEW
The groundskeeper will be responsible for maintaining the Village of Bartonville Parks grounds including the clubhouse.

REPORTS TO:
Village of Bartonville Parks & Recreation Committee Chair, Public Works Supervisor, & Mayor of Bartonville

SALARY:
$15/hour

WORKING HOURS:
20 hours a week April, May, June, July, August, September, October
5 hours a week January, February, March, November, December
**Trash removal Mondays, Wednesday, Friday, Saturday, and Sunday
**Locks and unlocks clubhouse for parties and events

QUALIFICATIONS
● Must be 18 years or older
● High School diploma
● Must have valid driver’s license
● Must pass background check
● Must complete any trainings or certifications necessary for the position
● Must be a self-starter
● Must have strong aptitude for finding & organizing work, and follow through with minimal supervision
● Experience with outdoor lawn tools and mowing equipment
● Strong desire to keep parks beautiful and well maintained
● Flexible schedule
● Able to lift 50#
● Physically agile and dexterous
● Must pass drug and alcohol screening at hire and random tests thereafter

DUTIES INCLUDE BUT NOT LIMITED TO:
● Landscaping, routine grounds maintenance such as planting, weeding, mowing, watering, mulching and other general grounds maintenance; some mowing.
● Keeping grounds free from trash, litter, and debris, and emptying trash receptacles
● Cleans clubhouse on a regular basis and after events
● Responsible for locking and unlocking clubhouse building for parties & events
● Performs other duties as assigned

Road work on I-474 near Peoria begins July 19

PEORIA – The Illinois Department of Transportation today announced that patching, resurfacing and other improvements to Interstate 474 from Interstate 74 to the Illinois River in Peoria County will require lane closures in each direction, beginning July 19.

This year, the project will focus on I-474 from the Illinois River in Peoria County to north of the Airport Road interchange, as well as the ramps at U.S. 24 (Adams Street) and Airport Road. Eventually, full ramp closures of up to 14 days will be needed and traffic will be detoured.

The project, which also includes expansion joint replacement, drainage improvements, guardrail replacement, electrical improvements, structural repairs and related work, is expected to be completed by November 2022.
Motorists can expect delays and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

Over the next six years, IDOT is planning to improve more than 3,535 miles of highway and 9 million square feet of bridge deck as part of the Rebuild Illinois capital program, which is investing $33.2 billion into all modes of transportation. Accomplishments through Year Two included approximately $5.2 billion of improvements statewide on 3,020 miles of highway, 270 bridges and 428 additional safety improvements.

CDC Announcement

On May 13, 2021, the Centers for Disease Control and Prevention (CDC) updated the Interim Public Health Recommendations for Fully Vaccinated People in non-health care settings. In summary, fully vaccinated people no longer need to wear a mask or physically distance in any non-healthcare setting, except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance. IDPH is working to adjust existing guidance documents in response.

Guidance for healthcare settings remains unchanged at this time and can be found at Updated Healthcare Infection Prevention and Control Recommendations in Response to COVID-19 Vaccination. In addition, employees and residents of congregate settings, such as correctional facilities and homeless shelters, should continue to mask. Similarly, schools should continue to follow the CDC’s school guidance until more people and children are vaccinated.

The CDC’s guiding principles for these updates are:

  • Indoor and outdoor activities pose minimal risk to fully vaccinated people.
  • Fully vaccinated people have a reduced risk of transmitting SARS-CoV-2 to unvaccinated people.
  • Fully vaccinated people should still get tested if experiencing COVID-19 symptoms.
  • Fully vaccinated people should not visit private or public settings if they have tested positive for COVID-19 in the prior 10 days or are experiencing COVID-19 symptoms.

The following recommendations for fully vaccinated persons are as follows:

  • Resume activities without wearing masks or physically distancing, except where required by federal, state, local, tribal, or territorial laws, rules and regulations, including local business and workplace guidance
  • Resume domestic travel and refrain from testing before or after travel or self-quarantine after travel (For now, masking is still required on planes, buses, trains and other forms of public transportation.)
  • Refrain from testing before leaving the United States for international travel (unless required by the destination) and refrain from self-quarantine after arriving back in the United States
  • Refrain from testing following a known exposure, if asymptomatic, with some exceptions for specific settings (e.g., employees or residents of homeless shelters and detention facilities)
  • Refrain from quarantine following a known exposure if asymptomatic
  • Refrain from routine screening testing if feasible

For now, fully vaccinated people should continue to:

  • Get tested if experiencing COVID-19 symptoms
  • Follow CDC and health department travel requirements and recommendations

Sec. 26-160. – Notice to abate—Vacant property and property with unoccupied structures.

This shall serve as notice informing all owners and persons in control of any vacant property or any property with an unoccupied structure that the growth of weeds is in violation of Village codes Sec. 26-157 and Sec. 26-158. This notice shall further inform such persons that the Village may cut or destroy the weeds without further notice, and the cost and expense to the Village shall be paid by the owners or the owners or persons in control of the property.

Mowing Season Reminders

Mowing season has arrived and with it, a reminder, don’t blow grass clippings into the road. The Village of Bartonville is reminding residents that, not only is it illegal it is potentially dangerous to those on a motorcycle. The addition of debris in the road can cause loss of traction and control for a motorcyclist and motorists of any kind. According to Illinois law (415 ILCS 105 Litter Control Act), it is illegal to deposit grass clippings onto any public roadway as it may cause injury to motorists or become a traffic hazard. There is also a Village ordinance forbidding this: Sec. 38-45. Debris on public ways. No person shall shovel, sweep, plow, or otherwise place or cause to be placed, any snow, ice, grass, leaves or other debris onto any of the streets, avenues, alleys, sidewalks, or other public ways within the Village. Any person who violates this Section shall be fined $150.00 for the first offense and not more than $750.00 for each offense thereafter. (Ord. No. 1514, 4-12-2007)

NOTICE OF PUBLIC HEARING ON PROPOSED RENEWAL OF CABLE TELEVISION FRANCHISE AGREEMENT

PUBLIC NOTICE is hereby given that a public hearing shall be conducted on March 22, 2021 at 6:00 p.m. before the Village Board of the Village of Bartonville, Peoria County, Illinois, on a proposed agreement to renew the cable
television franchise between the Village and Comcast. The proposed franchise agreement has been in negotiation between the Village and Comcast and addresses a variety of issues, including, without limitation, the use of public
rights-of-way, the payment of franchise fees, and programming services. This hearing provides the public with an opportunity to comment before the agreement is presented for final action by the Village Board.

The public hearing shall be held in the Village Hall Council Chambers, 5912 S. Adams Street, Bartonville, Illinois. A copy of the proposed cable television franchise agreement will be available for inspection in the Village Clerk’s Office
at Village Hall and on the Village of Bartonville’s website. The proposed agreement is subject to further revision.

The Village Board will hear public comments on the proposed cable television franchise agreement from all persons interested in being heard. Written submissions to be read as public comment must be received by the Clerk’s Office
no later than 5:00 p.m. March 22, 2021. After the close of the hearing, the Village Board may consider final action on the agreement or direct such further activities as may be appropriate with final action consideration on the agreement
at a future meeting.
